Alarm Permit Basics

Alarm Systems Covered

Sacramento's program covers burglar/security alarm systems used at residences and businesses under Chapter 8.36, including professionally monitored devices that connect to or indirectly signal Sacramento Police Dispatch. The City expressly excludes video-monitoring devices that neither connect to nor signal Police Dispatch from the Alarm User Permit requirement.

Who Must Register

The person who owns or controls the real property where the alarm system is installed must hold the Alarm User Permit. Alarm companies also have separate Alarm Company Permit and registration duties and may not install or monitor a regulated system unless a valid Alarm User Permit has been issued for that system.

Monitoring Rules

Before requesting a public-safety response to an alarm signal, the alarm monitoring company or alarm user must make at least two telephone calls to determine whether the signal is valid or false: one call to the alarm premises and a second call to an alternate number designated by the alarm user. Alarm companies must submit monthly monitoring reports to the alarm administrator, retain those reports for at least three years, and retain evidence used to verify an activation for at least 12 months, except recordings or remote audio/video surveillance.

Registration & Renewal

Alarm user renewal required
Yes

Registration Timing

A valid Alarm User Permit is required before a regulated alarm system is used. Sacramento specifically states that monitored residential or business devices that connect to or indirectly signal Police Dispatch through a professional monitoring service require a permit before installation and/or use. If application information becomes inaccurate, the permittee must file an amendment within 10 days; no additional fee is charged for the amendment.

Permit Validity

An Alarm User Permit is valid for one year from the date of issuance unless it is revoked earlier.

Renewal Rules

The Alarm User Permit is renewed by submitting a renewal application to the alarm administrator with the nonrefundable renewal application fee. A late charge applies when the renewal application is submitted after the indicated due date. Renewal may be denied for any ground that would support denial or revocation of the permit.

Multiple System Rules

Each Alarm User Permit is valid for only one alarm system, one location, and one alarm user. A different system, location, or alarm user therefore requires its own permit rather than sharing a single permit.

Transfer / Change Rules

An Alarm User Permit is not transferable from one person to another or from one location to another. If any application information becomes inaccurate, the permittee must file an amendment within 10 days with the currently accurate information; no additional fee is required for the amendment.

Alarm Company Requirements

Alarm Company Rules

A person may not conduct an alarm business in Sacramento unless that person holds a valid Alarm Company Permit or is employed by a permitted alarm company. Alarm companies must register their name and a copy of their state-issued identification card with the alarm administrator, notify the administrator within three business days if the state alarm company operator license becomes invalid, and maintain a valid city company permit. They also have monthly reporting, record-retention, verification, subscriber-information, and user-permit verification duties under Chapter 8.36.

False Alarms & Penalties

False Alarm Allowance

Chapter 8.36 does not state a free-response allowance; it provides for a graduated false-alarm response fine for each public-safety response to a false alarm. No false-alarm response fine is assessed when the alarm administrator determines that the alarm company or alarm user notified Police Dispatch before officers arrived that a public-safety response was not necessary.

False Alarm Penalties

A graduated false-alarm response fine applies to each public-safety response to a false alarm and is calculated over a rolling 12-month period beginning with the first false-alarm call date. False-alarm invoices are mailed within 30 days and are due within 30 days of the invoice; late fees apply after the due date and additional late fees apply when payment is more than 60 days late. For monitored locations, the system subscriber is liable; for unmonitored locations, the alarm user is liable. Chapter 8.36 provides that fee and fine amounts are set by City Council resolution.

Unpermitted Alarm Penalty

Using a regulated alarm system without the required Alarm User Permit violates Chapter 8.36. Violations are subject to criminal sanctions, civil actions, and administrative penalties; the chapter also authorizes civil penalties from $250 to $25,000 for each day a violation continues and treats a violation as an infraction punishable under California Government Code section 36900. Alarm companies are also prohibited from installing or monitoring a regulated system without a valid user permit.

Dispatch & Appeals

Appeal available
Yes

Dispatch / Response Rules

SPD Communications Directive 531.08 requires all residential and commercial alarm calls to be recorded in CAD. For an audible burglary alarm, dispatchers ask for the permit number; if none is available, they use the address and review the alarm status. Enhanced-status audible alarms generally require two attempts to reach a responsible party before police response unless a responsible party is on site or en route, or has been reached and requests dispatch. Full-status audible alarms without a confirmed crime are recorded as advised incidents; confirmed burglary or attempted burglary is entered for service. Silent burglary and panic/priority alarms are entered regardless of alarm penalty status. Alarm companies may cancel an audible-alarm call after receiving the proper code; fire-alarm reports are transferred to the Sacramento Fire Department.

Appeal Rules

A false-alarm response fine may be appealed to the alarm appeals hearing officer within 30 days from the mailing date of the invoice. Denial or nonrenewal of an Alarm User Permit, and revocation of a user permit, may also be appealed within 30 days from mailing of the notice. A notice of appeal must be accompanied by the applicable appeal fee. A timely user-permit revocation appeal stays the revocation while the appeal is pending. The hearing is set at the earliest practical date with at least seven days' written notice; the hearing officer may uphold, modify, or rescind the fine, denial, or revocation and issues a written decision. For Alarm User Permit and false-alarm appeals, that decision is the City's final administrative determination.

What Alarm Users Need to Know

Requirements

A person who owns or controls the property must hold a valid Alarm User Permit before using a regulated alarm system. The application must be submitted to the alarm administrator, required fees must be paid, and the system must comply with Chapter 8.36 and applicable alarm-system standards. An alarm company may not install or monitor a regulated system unless a valid user permit has been issued for that system.

Exemptions

Sacramento states that residential or business video-monitoring devices that are not connected to, and do not signal, Sacramento Police Dispatchers do not require an Alarm User Permit before installation or use. Devices using a professional monitoring service that connects to or indirectly signals Police Dispatch require a permit before installation and/or use.

Documents / Information

Submit the completed SPD Alarm Permit Application. The form requests the alarm user's name, whether the alarm is at a business or residence, ownership or rental status, business name if applicable, alarm location, contact information, mailing address if different, emergency contacts, and the monitoring company's name and phone number if monitored. Because the customer registration portal is currently out of service, SPD directs applicants to email the completed application to the Alarm Unit.
