Permitting in Sacramento, CA

Sacramento’s Community Development Department coordinates most building and planning approvals, with the Building Division responsible for construction permits, plan review, inspections, and code compliance. Almost all building permits are submitted through the City’s Public Permit Portal, and projects requiring plan review must use the Electronic Plan Check process. Planning permit applications and zoning clearances are also submitted through the same portal.

Planning review can be required before a building permit application moves forward. Sacramento’s zoning rules regulate permitted uses and development standards, while Site Plan and Design Review applies to the exterior aspects of many new buildings, additions, and site improvements. Unless exempt, new development generally must receive Site Plan and Design Review approval before the building permit is filed.

Tree protection is another important local requirement. Sacramento regulates both City Trees and Private Protected Trees, including certain native species and larger trees meeting the city’s size thresholds. Pruning, removal, excavation, grading, or other work that could adversely affect a protected tree can require an Urban Forestry permit, including work associated with development.

Historic landmarks and properties within historic districts receive additional Planning review. Exterior work and other qualifying site changes may require Preservation Site Plan and Design Review before building permitting proceeds. Projects affecting sidewalks, streets, or other public right-of-way areas can also require a separate Public Works encroachment permit. Applicants can start with the City’s Permit Services resources to identify the applicable building, planning, preservation, tree, and right-of-way reviews.
