Homeowner Eligibility Rules

Oakland may issue the permit to the building owner or the owner's legal representative. An owner acting as an owner-builder must qualify for an exemption from California contractor-licensing law and complete the City's owner-builder declaration. The declaration includes an exemption for an owner who personally performs the work, or uses employees whose wages are their sole compensation, when the improvement is not intended or offered for sale; if the improvement is sold within one year, the owner-builder bears the burden of proving it was not built or improved for sale. Other owner-builder pathways, including contracting exclusively with licensed contractors, are also addressed by the declaration.

Contractor Rules

A contractor permittee must be licensed by the State of California in a classification appropriate for the work and have a current Oakland Business Tax Certificate. Qualifying owner-builders may use the owner-builder pathway instead. Oakland's electrical code also allows a specialized plant permit for a competent electrician regularly employed by a plant or business, based on a written application and certification by the owner or manager; that permit is renewable annually.

Electrical Work Covered

Oakland's current electrical code requires an electrical permit or combination permit for regulated electrical systems or equipment that are installed, altered, repaired, replaced, or remodeled, subject to stated exemptions. The City's MEP application includes service and panel work, added or altered circuits, lights and outlets, generators, energy-storage systems, EV charging equipment, pools and spas, motors, transformers, signs, appliances, temporary power, and other electrical equipment.

Plan Review Rules

Most Oakland MEP permits do not require plans. Plan Check is required for MEP work associated with cannabis cultivation or manufacturing. For a required Plan Check, the applicant submits a Building Worksheet through the Online Permit Center, uploads the MEP Application and associated plans and documents, waits for staff review, pays fees, and then the plans are checked. Oakland's MEP worksheet also offers optional Plan Check for other work with additional processing and overtime fees, and the Building Official may require plans, diagrams, calculations, specifications, or other data when necessary for code review.

Quick / No-Plan Permit Rules

Electrical permits that do not require Plan Check can be issued through Oakland's online permit system after the application is submitted and fees are paid; Oakland lists ordinary no-plan MEP permits, including main service upgrades, as Same Day. Service-related electrical permits are also described by the City as same-day digital permits. Projects requiring Plan Check, including cannabis cultivation or manufacturing MEP work, do not use this no-plan issuance path.

Service, Panel & Utility Requirements

Utility coordination required

Service / Panel Rules

Electrical service change-outs, upgrades, new services, disconnect/reconnect work, and like-for-like service replacements require a City permit and PG&E coordination. Oakland requires a site-specific PG&E AIC letter before the City service inspection and will not issue a green tag without it. The City's MEP materials identify a PG&E application number, load calculations, and a one-line diagram for service-related inspection documentation. Required working clearances include at least 30 inches of width, 36 inches in front of the service dead-front, and clear space from grade to 6.5 feet; the City also requires compatible breakers and limits alterations to certain existing service-equipment locations.

Service Reconnect Rules

For utility service releases, Oakland requires the applicable City electrical permit, PG&E coordination, the site-specific AIC letter, and a City inspection before reconnection. The City does not provide same-day utility-release inspections. If the inspection passes, Oakland places a green tag on the electrical panel and releases the meter to PG&E by noon the next day, after which PG&E performs the utility reconnection. Oakland's electrical code also provides a meter-reset permit when utility service or a meter has been disconnected or removed for 90 days or more in a residential occupancy or 30 days or more in a commercial or industrial occupancy; the occupancy must be inspected, and hazardous or unsafe conditions require a separate electrical or combination permit for corrections.

Low-Voltage Rules

Oakland expressly exempts phone, internet, and cable wiring from the electrical permit requirement. The current Master Fee Schedule separately lists an electrical inspection fee of $268.64 per permit for 'Low Voltage Systems,' so not every low-voltage installation should be treated as exempt; low-voltage work outside the stated phone, internet, and cable exemption may require an electrical permit depending on the system and scope.

Utility Coordination Rules

PG&E coordination is required for service installations, modifications, removals, change-outs, upgrades, disconnect/reconnect work, and like-for-like service replacements. Oakland directs applicants to obtain a PG&E application number, obtain the City electrical permit, then obtain a site-specific PG&E AIC letter before scheduling the City service inspection. The City states that an AIC-letter request can take up to three days. After a passing inspection and green tag, Oakland releases the meter to PG&E by noon the next day; PG&E then reconnects or energizes the service.

Inspections & Permit Life

Electrical Inspection Stages

Permitted electrical systems must remain accessible and exposed until approved. Oakland requires inspection before electrical work is covered, with a rough or frame-stage inspection used for concealed electrical work and a final inspection when the electrical installation is complete. Service work has a separate service-release inspection and green-tag process before utility energization. Inspection requests must generally be made at least one business day in advance, and Oakland does not provide same-day inspections, including meter disconnect/reconnect inspections.

Permit Expiration / Inspection Interval

An issued permit becomes invalid if authorized work does not begin within 180 days, or if work is suspended, abandoned, or fails to receive a major inspection with approval or partial approval for 180 days. Permits expire 720 days after issuance. The Building Official may grant one or more written extensions of up to 180 days each when the prescribed fee is paid and justifiable cause is demonstrated.

What You Need Before Applying

Requirements

Obtain an electrical permit before installing, altering, repairing, replacing, or remodeling regulated electrical systems or equipment unless an exemption applies. Use the residential electrical permit path for houses, duplexes, and associated accessory structures and the commercial path for commercial buildings and residential buildings with three or more units. Pay assessed fees and obtain required inspections. For service work, coordinate with PG&E and obtain the required site-specific utility documentation before City inspection.

Exemptions

Oakland lists these electrical permit exemptions: plug-in string lights; replacing wall outlets when no rewiring is performed; replacing circuit breakers with the same type and size; and phone, internet, or cable wiring. For a house, duplex, or ADU being built or remodeled under a Residential Building Combination Permit, the electrical work is included in that combination permit rather than a separate electrical permit. Permit exemptions do not authorize work that violates applicable codes or other laws.

Required Documents

For ordinary no-plan electrical permits, submit the online permit information describing the work and quantities and pay the assessed fees. When plan review is required, submit a Building Worksheet through the Online Permit Center and upload the MEP Application plus associated plans and supporting documents. For electrical service work, Oakland's MEP materials identify the PG&E application number and, for inspection, a site-specific AIC letter, load calculations, and a one-line diagram. Owner-builders must complete the applicable owner-builder declaration; licensed contractors must provide the licensing and business information required by the City.
